Lodging and Speaking to Amendments and Resolutions

How do I lodge an amendment/resolution?

All amendments/resolutions need to be lodged online by a delegate through the Delegates Area of the State Conference portal.

Once registered delegates will receive login information to the Delegates Area by COB Friday 24 October 2025.

Alternatively, you can lodge an amendment/resolution at the Amendment Desk located near the main stage on conference floor.

When must I lodge an amendment/resolution?

You must lodge your amendments/resolutions at least two (2) hours prior to the commencement of a session. This means:

Session 1: Your amendment must be lodged by 7.00am, Saturday 8 November
Session 2: Your amendment must be lodged by 11.30am, Saturday 8 November
Session 3: Your amendment must be lodged by 7.00am, Sunday 9 November
Session 4: Your amendment must be lodged by 11.30am, Sunday 9 November

Can I speak to an amendment/resolution?

Anyone wishing to speak to an amendment/resolution (including movers and seconders, and speakers for/against) must give prior notice of their intention to speak.

Notice of a delegates request to speak must be given at least two (2) hours prior to the commencement of a session, either by attending the Amendments Desk located near the main stage on Conference floor, or emailing conference@walabor.com.au (please include details of the amendment you wish to speak to). 

This means: 

Session 1: Indicate you wish to speak by 7.00am, Saturday 8 November 
Session 2: Indicate you wish to speak by 11.30am, Saturday 8 November
Session 3: Indicate you wish to speak by 7.00am, Sunday 9 November
Session 4: Indicate you wish to speak by 11.30am, Sunday 9 November

The Agenda Committee will determine speaking lists in order to manage time and ensure as many speakers as possible can be facilitated.

How much time is allocated for each debate?

Speaking limits shall be consistent with the Standing Orders, unless the Agenda Committee determines otherwise.  

In the case of two or more motions related to the same subject, or matter that are inconsistent with each other, the Agenda Committee may determine that they be debated together. 

There shall be no more than two speakers for and two speakers against each question (unless the Agenda Committee determines otherwise). 

Speaking times shall be as follows:

The mover of the motion shall have four minutes to present argument in support of the motion.
The seconder of a motion, and all other speakers, shall be limited to two minutes.
The mover of the motion may have a further one minute to reply at the conclusion of speakers for/against.
In the case of two or more motions related to the same subject-matter that are inconsistent with each other, the Agenda Committee may determine that they be debated together.
